4-H Youth Development

What is 4-H?

4-H is a national youth organization committed to building outstanding leaders with marketable skills to succeed in today’s global society. 4-H programs are designed to empower youth to reach their full potential while focusing on the 4 core values of 4-H: Head (Managing and Thinking), Heart (Relating and Caring), Hands (Giving and Working), and Health (Being and Living).

As a part of the Kentucky Cooperative Extension Service, Boone County 4-H is here as a trusted source to provide informal education and life-skill development opportunities for youth to grow into confident, capable, and contributing members of their communities.

4-H helps kids find their spark, build real world skills and become resilient, adaptable, lifelong learners.

Frequently Asked Questions:

4-H is open to all youth ages 9-18 as of January 1st of the program year. Youth ages 5-8 years old are able to join as Cloverbuds with limited program availability.

Certain clubs, camps and activities may have additional age requirements. 

Boone County 4-H is open to youth living in Boone County, Kentucky or youth attending Boone County Public Schools in Kentucky. 

Adults 18+ can apply to volunteer in a variety of ways.

The 4-H year runs from September 1st to August 30th annually. Boone County 4-H is always welcoming new clubs, volunteers and members year round!

To participate in the Boone County Fair, the enrollment deadline is May 1st of the current program year. 

Boone County 4-H is FREE! From day camps to project classes and more, your child can enjoy most of our offerings at absolutely no charge. 

Some clubs may have additional fees, or fundraising opportunities, to cover the cost of projects, please check with the club for more information.

The cost of 4-H summer camp is announced every January when it opens for registration.

The first step is check out the club list further down this webpage and find a club you are interested in joining. Please contact the club leader and they can tell you the club meeting time, location, required attendance and the parent volunteer requirements. They will be able to answer any of your questions about joining their club.

In 4-H, youth get to decide what project to participate in. There is no exhaustive list of what projects are available but the Kentucky State 4-H Fair Catalog is a great place to look for ideas. Each club will decide together which projects they will offer each year. Some of the active projects in Boone County are:

  • Animals: rabbit, poultry, sheep, goat, dairy, beef, swine, and horse.
  • Arts: sewing, photography, creative arts and more
  • Communications
  • Sciences: Electricity and aerospace
  • Shooting Sports: archery and rifle

Want to lead a project we don't currently have available? talk to our agents about becoming an adult volunteer!

Nope*! 4-H members can explore any subject area that interests them! Project areas include, but are not limited to: Arts, Foods and Food Preservation, Entomology and Natural Sciences, Plant Sciences, Animal Sciences, Engineering & Technology and more!

Each 4-H member selects at least one project, that sparks their interest. A project is what subject the member decides to learn about, make, or raise. Members choose projects that fit into their family, club, and community.

4-H members can be involved in as many projects as they wish and can change projects each year, depending on what interests them most!

*There are some Livestock and animal projects that will have specific requirements for you to own an animal, but in Boone County we have a great community of families that love to help out, reach out to your club leaders with questions on how to get started.

Youth do not need to be involved in a club in order to participate in Boone County 4-H. Throughout the year we offer many day camps and single project classes that are open to all of our active 4-H members.

A club is a group of 5 of more youth from 3 different families, led by a certified 4-H adult volunteer – if you don’t have that many right away, that’s okay! We are here to help you every step of the way.

4-H clubs are run by volunteers. Any community member is welcome to become a certified volunteer and start a new club.  Clubs may be a single-project club, where the group only participates in one project area (like goats, or baking) or multi-project club, where the club offers multiple project areas with multiple adult volunteers to support them.

4-H Newsletters

KENTUCKY 4-H ACHIEVEMENT PROGRAM

The 4-H Achievement Program is intended to capture each member’s involvement, highlight their unique 4-H story, and recognize their accomplishments through the Achievement application process while providing incentive for youth to increase their knowledge, skills and abilities. This is a comprehensive program that spans the entire career of the 4-H'er. 

The 4-H Achievement Application requires youth to keep records and complete their achievement application covering the members involvement in five areas: Leadership, Civic Engagement, Communication/Marketing, Community Action and Involvement/Participation.  The intent of the 4-H Achievement Program is to encourage youth’s involvement and participation in 4-H to expand over their entire 4-H careers as well as apply record keeping skills and later on, practice application and interviewing skills.  Members who successfully complete the 4-H Achievement Form will receive county and area recognition, in addition to state recognition and awards at State Level 4-H Conferences. 

 

APPLICATIONS MUST BE RECEIVED NO LATER THAN FRIDAY, NOVEMBER 21, 2025 by 4:30 PM.

The application should include/be updated with any 4-H/relevant activities that the youth participated in From September 1, 2024 - August 31, 2025.

Kentucky 4-H Achievement Application Quick Guide

Eligibility Requirements 

  • Applicants must be active, enrolled 4-H members in good standing within their county and have participated in 4-H in Kentucky for at least one year. 

  • Applicants must have at least 6-hours of 4-H involvement within their county 4-H program for the year they are applying. 

  • Applicants must meet the age requirements for the Achievement level they are applying for. 

  • Youth who have turned 19 but were active, enrolled 4-H members in the previous program year are eligible to apply. 

  • All information in the application must be accurate and truthfully represent the 4-H member's involvement and experiences. If the application is found to be falsified, it will be disqualified. 

     

If you are of at least 9 years old 4-H Age and have participated in 4-H for at least one year, you should consider completing the Achievement Form.  Points are built during your entire 4-H Career, ages 9-18 (4-H age). 

The awards build year after year for Clover Levels I, Clover Level II, Clover Level III, Bronze Award, Silver Award, Gold Award and Emerald Award. So it is important to start as soon as you're eligible. The Achievement Program helps build recognition for state and national events and can be very beneficial towards future scholarship opportunities. 

The Achievement Program has 7 levels. Each year the youth participates in 4-H their recorded activity is judged on a point system that accumulates toward the next level. Once started, the same application should be updated every year and resubmitted. 

A program year runs from September 1 - August 31.

This honor celebrates youth who demonstrate:

  • Strong knowledge and achievement in a specific program area
  • A clear spark or passion for that program area
  • A commitment to giving back through service or leadership within that program area

To be considered for Program Area Champion, simply check the box on the first page of the Achievement Application. 

 

Foundation Provided Pin and Patch: Every level will receive a pin and patch provided by the Foundation. 
County Recognition: Every level will receive a certificate and recognition at the annul Boone County Achievement Banquet. 

 

Bronze Level Award: One-third registration fee paid for Teen Summit OR Teen Conference
Silver Level Award: Two-third registration fee paid for Teen Conference; Invitation to attend National 4-H Congress, including a partial scholarship to support participation
Gold Level Award*: Back-pack; Registration fee paid for Teen Conference; Eligible to apply to attend National 4-H Conference; Interviews will be held in the fall following the announcement of recipients; four youth will be selected to attend.
Emerald Level Award*: Trophy; $1000 Scholarship; Cultural Immersion Experience

*Program Area Champion: If Selected as a Program Area Champion, the 4-Her May Gain Access To:

  • Career exposure opportunities in their program area
  • Involvement in planning groups or committees where their voice matters
  • Media and marketing opportunities related to their program area
  • Additional progressive experiences at the state and possibly national level

     
  • Applicants may record all qualifying entries from ages 9-18 years old.
  • Cloverbud activities are not eligible and should not be included in the application.
  • Applications should report on 4-H-specific programs, projects, events, and activities unless otherwise noted.
  • Application entries should cover activities up to the end of the program year on August 31st. Any involvement from September 1st onward in the program year the application is being submitted should not be included. (Currently we are accepting applications for activities that occurred between September 1, 2024 - August 31, 2025)
  • Applicants must meet the age requirements for the Achievement level they are applying for. (4-H age is determined by January 1 of the program year, i.e. how old you were by January 1, 2025 determines your 4-H age for the current application). 
     
Clover Levels
  • Video, essay, drawing, poem, or picture collage, with the entry type chosen by the county agent
    • Video Requirements:
      2-3 minutes long
      Create by the 4-H member
      Uploaded to YouTube
      Posted by application deadline and remain accessible
    • Drawing, Poem, Picture Collage Requirements:
      Limited to one page
      Poems must be at least 5 lines long. 
      If using a font, please use 11- or 12-point Times New Roman or Arial. 
      Picture collages can be created either digitally or by hand. Include a PDF document with your application that showcases your picture collage.
       
Bronze, Silver, Gold, and Emerald Levels
  • Essay. Choose one or more prompts from the Common App website
    4-Her should use their 4-H experience to answer the prompt(s) they selected
    • Between 250-500 words
      Use 11- or 12-point Times New Roman or Arial font 

       

For Bronze, Silver, Gold, and Emerald applications a headshot is required* to be included. Some things to consider for a good photo: 

  • When possible, natural lighting on a cloudy day is ideal
  • Make sure the background in clean and simple
  • Photo should include head and shoulders or be from the waist up
  • For physical applications, paperclip a 4x6" printed image
  • For digital applications, include in your email as an attachment with your full name and year included in the file name.

Create a 2-3 minute video addressing the following prompt: 4-H equips youth with essential life skills, confidence, and a sense of belonging through hands-on learning. Provide an example of a skill 4-H has taught you that will benefit your future career.

  • Requirements:
    • Created by the 4-H member
    • Recorded with a smartphone or simple device (no special equipment or editing)
    • Uploaded to YouTube (Only YouTube links will be accepted.)
    • Accessible via YouTube link by the application deadline  
       

Gold applicants who meet the application requirements will participate in a virtual interview via Zoom with at least two judges, who will ask questions.

All interview questions will center on the 4-H program, the member's participation, and their personal journey.

For Gold applicants, the total score will be equally divided between the application score and the interview score, with each contributing 50%.

Virtual Interviews: Saturday, January 31, 2026
 

Virtual Interview – May 
All Emerald Level applicants participate in a virtual interview which will focus on the youth's 4-H journey, experiences, lessons learned, and future aspirations.

From the virtual interview, 50-60% of applicants will be selected to continue to the next step, an In-Person Interview. 

In-Person Interview
This will be a progressive interview that assess how well applicants can think on their feet and communicate effectively. It will consist of three rooms:

  1. Civic/Community Involvement
  2. 4-H Involvement
  3. Scenario-Based Questions

This portion of the interview process will emphasize the applicants critical thinking and communication skills rather than their 4-H journey and accomplishments. 

Call-Back Interviews 
After the in-person interviews, a select number of candidates will be invited to call-back interviews. This part of the process will continue to focus on communication skills and critical thinking. 

Final Selection
The top four candidates will be selected from the Call-Back Interviews. Those who achieved Emerald Level will be announced at the Achievement Assembly during Teen Conference.

 

  • APPLICATIONS MUST BE RECEIVED BY THE COUNTY 4-H AGENT NO LATER THAN FRIDAY, NOVEMBER 21, 2025 by 4:30 PM.
    • Applications are reviewed by the county agent, they may contact you with changes that need to be made before the state deadline.
  • Bronze, Silver, and Gold Achievement applications and their requirements are due to the state 4-H office by December 15.
    • Area grouping agent representatives will submit their area's applications to the state office. Instructions on how to submit applications are provided to area grouping representatives each September.
  • Bronze, Silver, and Gold applications will be judged on January 15-16, 2026.
  • Gold interviews will take place on January 31, 2026.
  • Clover Levels 1-3, Bronze, Silver, and Gold recipients will be announced in March.
  • Gold recipients will have the option to apply for the Emerald level. 
    Emerald applications are due to the state office by April 15.
    • Area grouping agent representatives will submit their area's applications to the state office.
  • Emerald virtual interviews will be conducted in May, and in-person interviews will take place in June (on the first day of the 4-H Teen Conference in Lexington).
  • Bronze, Silver, and Gold recipients will be recognized at the Achievement Assembly during 4-H Teen Conference. Emerald winners will be announced at the Achievement Assembly during the 4-H Teen Conference.
     

Boone County 4-H Award Applications

The BOONE COUNTY 4-H CLOVERVILLE AWARD is given to the junior (ages 9-13) AND senior (ages 14-18) 4-H members who have the highest point total from placing in 4-H exhibits entered into the 2026 Boone County Fair Cloverville (Lutes Floral Hall).

Forms will be available after July 2026.

 

The BOONE COUNTY OUTSTANDING 4-H'ER AWARD is given to the junior (ages 9-13) AND senior (ages 14-18) 4-H members who have the highest point total from placing in all of their 4-H Fair exhibits. This award includes placings across all 2025 Boone County 4-H Classes and Exhibits including livestock, tractor, horse, agriculture, horticulture and Cloverville. 

Forms will be available after July 2026.

 


BOONE COUNTY 4-H SCHOLARSHIP

The Boone County 4-H Council is pleased to award up to five (5) scholarships in the amount of $2,000.00 each year. Applicant must be a current or former Boone County 4-H member and must be enrolled in an accredited college, university, licensed trade, or vocational school.

Applications for 2026 will be available after July 2026. 

 


KAFHS $2000 YOUTH SCHOLARSHIP

The Kentucky Association of Fairs and Horse Shows selects 6 high school seniors or College Freshmen from across the state who have been active in their county fair.

HORSE INFORMATION

The purpose of this program is to recognize youth that are active with the Boone County 4-H Horse Program. To qualify for the award , the youth must meet the eligibility requirements and successfully complete all three divisions. Winner will be recognized at the annual Boone County 4-H Achievement Banquet.

Guidelines

  • Open to all enrolled 4-H members.
  • All activities must be completed during the current program year.

Instructions

  • Must complete all three divisions (Fair 4-H horse show, 4-H Project Record Book, and Community/Education).
  • A separate form must be completed for each activity in Community/Education division.
  • Submit completed Application and Activity Forms to the Boone County Extension Office by the deadline.

In addition to providing youth an opportunity to learn about animal selection and evaluation, nutrition and feeding, health and daily care, reproduction, and marketing, another of the important purposes for 4-H/FFA Youth Breeding and Market Livestock Projects are to facilitate learning the valuable life skills of responsibility, hard work, critical thinking, and decision-making.  Achieving each of these purposes is best accomplished when the 4-Her or FFA member has personal ownership of their project and responsibility for the continuous daily care of their livestock or dairy project under the oversight of the youth’s parents or legal guardians, the local supervising Extension Agent or Vocational Agriculture Teacher, and (or) the volunteer 

To help provide a framework where the above-mentioned purposes can be achieved, Kentucky has adopted rules pertaining to ownership, possession, and care of 4-H/FFA Youth Breeding and Market Livestock Projects.  These rules apply to all 4-H/FFA beef, goat, sheep, and swine breeding and market animal projects (including beef heifers, beef cows, beef bulls, market steers, market heifers, breeding does, market goats, breeding ewes, market lambs, local leader. breeding gilts, and market hogs).

All 4-H/FFA market steers, market heifers, market lambs, market hogs, and market goats that will participate in market livestock shows in Kentucky (i.e., County Fairs, District Shows, Junior Livestock Expos, Kentucky State Fair, etc.) must be tagged with Radio Frequency Identification (R.F.I.D.) tags.  The R.F.I.D. tag number will be used as the Kentucky Uniform Identification Program (K.U.I.P.) number.  In addition, to be eligible for participation in the Kentucky State Fair, market steers, market lambs, market hogs, and market goats must have samples collected for DNA testing.  The validation guidelines and required forms for validation can be found below. 

The location where market animals will be housed is required to be identified on the validation form.  The housing location must conform to the rules and guidelines found in the Ownership, Possession, and Care Rules for Kentucky 4-H/FFA Youth Breeding and Market Livestock Projects.

Animals that will only be exhibited as breeding animals (breeding heifers, breeding gilts, breeding ewes, and breeding does) do not need to go through the validation process.  However, all breeding animals are required to be identified by June 1 by completing a Kentucky 4-H/FFA Breeding Animal Project Nomination and Location Form online.
